Technical Officer

The Technical Officer (TO) is a full-time, EDA funded staff member, and shall be responsible for the day-to-day administrative and technical supervision of the implementation undertaken under the GCF EDA Project in Dominica. He/she will render technical support to the Country Coordinator and other local and regional counterparts in the implementation of ALL outputs of the EDA project.

The TO will have responsibility for the day-to-day accounting activities of the project, management of the project cash book, procurement of goods and services, facilitate the delivery of training workshops, reviewing and preparing Terms of Reference and reviewing the output of services providers, consultants and other sub-contractors. She/he will report directly to the Country Coordinator and will also closely work and network with the relevant government agencies, DoE of Antigua and Barbuda, services providers, the private sector, business sector, NGOs, and other civil society organisations.

The TO will conduct all necessary advisory activities to smoothly implement the EDA Programme and will provide guidance on the day-to-day implementation of these Programme activities. The TO will be responsible for the Administrative and technical oversight of outputs 1, 2, 3 & 4, and will provide guidance and orientation with a view to ensuring that these are fully aligned and harmonised with work undertaken within the main Programme. She/he shall be responsible for delivery of all requested reports from and on behalf of the project.

Scope of Work

The EDA Technical Officer is expected to undertake the following:

  • Overarching responsibilities
    • As part of the GCF EDA the TO will perform a variety of secretarial, coordinating, monitoring and administrative services in support of activities for ALL outputs of the EDA project;
    • Provide hands-on support to the CC, project staff and other government counterparts in the areas of project management and planning, management of project outputs, training, monitoring, and evaluation;
    • Draft correspondence and documents of an administrative nature in consultation with the Country Coordinator;
    • Coordinate the procurement activities for the EDA project and support the financial control and monitoring activities of the project ensuring compliance at each level, of the highest ethical standards as prescribed by the Green Climate Fund
    • Establish and maintain the filing system of technical documents and general internal and external correspondence;
    • Make administrative arrangements with regard to recruitment of additional consultants/experts for the project;
    • Assist in the organisation of meetings held by the EDA Project (Project Management Committee, Technical Advisory Committee, Project Management Unit, etc), and provide administrative and secretarial support during the meetings, if required
